How do the two options stack up?

Here is the Government's estimate of the comparisons:

EDEN PARK UPGRADE:

Costs:
$385m Stadium
$43m upgrade to Sandringham Road and surrounding area
$20m Auckland cricket compensation

Funding:
Balance of construction costs after:
$40-50m ACC
$30m Rugby NZ 2011 Ltd
$30m Sponsorship/corporate sales
$50m Lotteries Commission
$20m ASB Trust Grant

Construction Times
Earliest possible commencement date: January 2007 with demolition of Panasonic stand and extension of ASB Stand
Latest possible commencement date: September 2007 - demolition of East and West Stands
Construction time: 3 years (excluding ASB extension and East/West Stand demolitions)

Hours:
Standard 5 and a half day construction period. More difficult to escalate hours of operation because of residential location.

Frequency:
Eden Park limited to 25 night events a year.
Useable for rugby, league and one-day cricket. Trade fairs limited to max daily number of 2000.

Resource Consents:
Estimated timeline: hearing decisions in January/February. Environment Court hearing April/May. Decision June/July. High Court appeal heard late 2007.
Consents required by September 2007 at latest.

Back up options:
North Harbour: Capable of commencing construction as late as June 2008 - cost up to $250m
Jade Stadium: Capable of commencing construction as late July 2008 at cost of $80m.


STADIUM NEW ZEALAND:

Costs:
$377m Stadium
Up to $120m piling and platform
Port compensation - undetermined and to be negotiated.

Funding:
Balance of construction costs after:
$40-50m ACC
$30m Rugby NZ 2011 Ltd
$69m Sponsorship/corporate sales
$50m Lotteries Commission
$20m ASB Trust Grant

Construction Times:
Earliest possible commencement date: At the completion of 50% of piling and platform (between May and December 2007)
Latest possible commencement date: December 2007
Construction time: 3 years

Hours:
Standard 5 and a half day construction period. Could readily be escalated to 24/7 for some phases.

Frequency:
Usable for rugby, league, one-day cricket, trade fairs, concerts and exhibitions.
No material limits on hours of operation.

Resource Consents:
Statutory consents only realistic option in time available. Discussions with ARC and Auckland City indicate that the negative environmental effects are "modest" relative to a residential development.

Back up options:
Eden Park capable of commencing modified version as late as September 2007 at cost of up to $320m.
North Harbour: Capable of commencing construction as late as June 2008 - cost up to $250m
Jade Stadium: Capable of commencing construction as late July 2008 at cost of $80m.
